No. But if they were in an open city (that means a part of RS that isn't locked by a quest I can't do) then you better believe I would want access.
If this update was about a new way to train slayer I wouldn't care to be involved. Why? Because despite it being a skill that doesn't lvl combat it is fully a combat involved skill.
Agility has nothing to do with combat.
Cities and courses with them were chosen to have quest requirements for them. It was an intentional decision to restrict access to those courses to only those that met the requirements. The same can be done for any new course as well. Skilling updates have much more long-term damage they can do to the game when just arbitrarily giving it free access to all without any thinking about the ramifications. You were perfectly fine not having access to non-combat content like Ape Atoll and Dorgesh-Kaan, so, from a principled position, there's no reason you wouldn't be fine still having restrictions for a couple of newer courses.
Level 3 skillers effectively cripple themselves significantly when it comes to rc as well. They can't train using the abyss, nor can they use pouches. I'm not even sure if a level 3 can even get a law talisman. And when you're a skiller, having access to the money generated by rc is very important when attempting to max. It is the most debilitating piece of content they are lacking (and in a fully non-combat skill) and level 3 skillers accept that extra challenge. They and (you) already also accept the extra challenge in Agility and other skills as well. By asking for no requirement courses at the high end, you're basically just asking for a huge nerf in the value Agility achievements for all level 3 skillers with no regard to them. Logistics over being in an "open city" are secondary compared to that.
