You do realize that this alone completely defeats your arguments? This is about the good of the game, not about you being greedy in getting 99s easier because you don't feel up to the task of actually putting in work to get it as it is now.
I care deeply about skilling in this game and do not want it to get destroyed as it was in RS3. The 3 JMods working on OSRS seem to understand the desire we have for actually achieving things and not wanting overpowered pieces of content. This gives me hope that we can continue having a successful game that can go down the path RS should've kept going down years ago prior to ivy, brawlers, effigies, bonus xp weekends, refer-a-friend, squeal of fortune, runespan, and bonds. All of those updates majorly damaged the achievement skilling culture that exists in RuneScape. There's a lot more wrong with RS3 than just EoC.
These JMods in OSRS have repeatedly stated that they understand that the community in general does not want free Xp being handed out or large increases in Xp rates. We won't have to sit by and watch the game get destroyed. We just have to point out instances where they unintentionally have made things too overpowered. This current case of having the highest level courses in cities not already limited by quest requirements is an example of that.
Normal players are seeing only a moderate Xp rate increase of only about roughly 7k or so Xp/hr. Level 3 skillers would be getting about a 22k Xp/hr increase. In terms of percentages over current rates, it's a 11% increase for general players compared to a 47% increase for level 3 skillers. This is a MASSIVE Xp rate increase for level 3 skillers. These rates are assuming 47k Xp/hr at Wilderness Course (with banking for energies being rather slow there), 62k Xp/hr for Dorgesh-Kaan Course, and 69k Xp/hr for Ardougne Course. A nearly 50% increase is way too much.
