So many stupid suggestions on this forum by players who don't understand the point of OSRS. It's a nostalgic project, not a new game. The game wasn't full-screen then, why should it be so now? And the interface as it is now is the 2007 interface. If I wanted 2009/2010 scape then I wouldn't of voted for 2007 scape.
And although rares are cosmetically nice, the reason they are 'rares' is because they are 'rare'. Using the Partyhats for example, they are rare because they were implemented in 2001 and many accounts that had Partyhats had quit or lost them. Adding them into 2007 scape wouldn't make them rare. They'd be as rare as the Cosmic boots are now, and probably worth the same. If you really want them in for cosmetic reasons, then ask for them to be untradeable, otherwise it sounds like you want to make a monopoly on them.

Now that's done, I can add some suggestions.
The grimy herbs is a good way that people can avoid being scammed (although this isn't an issue now, it could be in the future when people NEED Lantadymes and Snapdragons to train Herblore) as people can advertise a unidentified as whatever they want and potentially scam.
I prefer the grimy option.
I'm not sure how bots work, but I've heard that they need the stand-alone client to function. If having a OSRS client means that people can make bot scripts for OSRS, please, don't make the client.
Gambling isn't a problem now because everyone is broke and nobody has a reputation, but soon enough it might be. Why not give flowers a rotation (e.g. red, blue, rainbow, yellow, pastel, *hite then black and keep rotating like that)?
It could stop people introducing gambling methods for a while.
I would love the scroll wheel camera maneuvering ability back in if possible, but that's just an accessibility thing. I'll get over it not being implemented.
