Pollnivneach should go from the bar, to the blue building, all the way on the east buildings, then back on the west buildings to end on the building north west of the bar. Or else, it'd be a pain to run from the north all the way south...
Or just scrap it all and shift lvl 80 and 90 down 10 lvls, and make Lletya lvl 90.

wearing full outfit should give a extra bonus so the Boots and Cape aren't worthless... PLEASE or why make the boots and cape if everyone will just wear the Boots of Lightness and Spottier Cape

people will wear the gloves, boots and cape because they'll go with the outfit

Not to mention you are only talking about a -3 Kg reduction using those items that weigh less. Making Graceful armor any lighter would make spottier cape and penance gloves worthless.
I don't think Polniveach should be considered as a city for this as it doesn't make much of a loop. Perhaps replace it with Nardah? Also please consider cities like Burgh de Rott, Lunar Isle, Piscatoris, Mos le Harmless, and Lletya for the highest level courses. Currently, our fastest agility course requires a few quests and it just makes sense that even better courses require more and harder quests. On top of all that, Lletya seems like the perfect place for late-game agility training. The elves are known to be one of the most agile and elite races in the game and the quests needed to get there emphasize agility too by passing traps and obstacles. Mos le Harmless would be my pick for the second highest course since the pirates are known to be quite agile as well and the location requires some high requirement quests. Plus both of those cities have some aesthetically pleasing scenery.
