I can understand a small nerf on the new items to OSRS; but I strongly disagree with changing the integrity of black dragonhide. Range is supposed to counter magic and Magic dominates the meta. Ice barrage freezes with a 0 and hits through black dragonhide at a high success. The accuracy and damage can many times go through prayer. A 0 should roll as a splash in addition to a splash to balance magic; and only freeze on a successful hit. Blood barrage only heals on hit; why does ice barrage freeze without a hit? The nightmare staff with a special attack should max at a 65 based on accuracy; slightly lower than the max hit of an AGS. I have seen hits up to 91 with the staff and level requirements are not going to balance the staff. In additon, a tome of fire with fire surge should not put out base damage of more than a 44 (5 higher than Ice Barrage). The blowpipe should have the same attack speed as a magic shortbow. Ice barrage freezes a Bulwark at a high success rate with black dragonhide. The shield has little to no effect in PVP as the block does not reduce 20% of damage. The Bulwark should not be changed, it is balanced. The Faceguard with -1 mele str will have little difference; but why would you worry about a helm; when Barrows Gloves are twice as strong as the helm and adds +12 accuracy to all stats, +6 in magic attack, defense and +12 mele strength. When a Regen bracelet made of Onyx has half the stats. Sure, make some balances changes to op items that are unbalanced and not well thought out; but keep in mind, many players pay to play this game; and this game returned by paying voters. All changes to OSRS should be polled and made by The People.
