The basic concept is alright. However, there are some things I heavily disagree with.
XP lamps? Sure, it's in line with the other achievement diaries, though maybe restrict them to combat skills.
Clue scroll drop rate increase? I see no harm, though maybe restrict the increased rate to bosses only.
Longer boss tasks? Seems alright.
Reduced GWD kill counts? Sure, why not.
New recolours? Neat.
Melee accuracy offhand? Melee is already incredibly powerful, and defenders exist - I don't see why this should be introduced. I would instead propose a ring with an accuracy/damage bonus to all styles (+1 (ranged) strength/+1% magic damage for each tier?), a ring with an all-new combat-related effect (small chance to deal X% more damage on a hit?), a combination utility/combat ring and/or a combination of any of the above.
Teleports? Offering them on an item just for GWD and TzHaar feels off to me. Perhaps rather offer a TzHaar teleport from elsewhere while offering Trollheim Teleport a right-click option to take the player near the entrance.
GWD instances? This has been much anticipated, but as others have already said, this is not the way to go, as it fails to adequately address one of the main reasons for the demand. I think the ideal solution would be to give the
whole
GWD the same treatment as the Corp lair: Ironmen (of a sufficient level) enter an Ironman-only instance of the dungeon. This would reduce the amount of worlds taken up by Ironmen thus freeing them for regular players, reduce the crashing Ironmen face as they have little to no reason crash one another and it wouldn't have a large impact on the economy.
Lastly, the tasks themselves. I do hope you consider solo players when designing these tiers. I sincerely hope you don't intend to eg. make the Elite tasks mostly completable by a solo player but have a task or two that requires a group in the same tier. There are players who don't have friends to group up with and don't want to deal with strangers.
