This will likely encourage a meta of limiting the regions you unlock to farm clues. Does the way it's coded present a possibility for a possible "area perk" where someone only receives the changed clue steps upon unlocking their 4rd or 5th area?

Making every clue scroll step available to complete makes it easier for people like me who are too lazy to juggle clue scrolls, in my opinion this would improve the quality of the game for most Trailblazer league players, either if they are using slayer or clue scroll relic.

Area’s and Relics are picked for clues for the people who want to grind clues. The most people complaining about the clues in Trailblazer are the ones who ignored the Clue Relic. I think if the suggested changes pass, any form of compensation is required in order to be fair to everyone. Personally, I’m against these changes, now I’m set in the game.
