I like the idea of having a system that selects you a target as long as:
-its fair
-your target will not target you
-your target has no clue whose target he is
-your targets risk is equal to yours
I think a teleport option to your target is unfair. The teleporter may be at risk, but it gives the target no time to run.
There should be rewards for killing your target in some way. pvp is very expensive.
The arrow pointing towards your target can get very annoying if you dont want to fight him. I suggest that by default one does not participate in the target system. If he chooses to, he can check a box. But that box can only be checked if he has a certain risk. This should at least cover supplies for the winner. (about 50k?)
There should only be 1 world having this system at start. If it turns out to be populair, it can be added to more worlds
