Here are my suggestions as someone who has been pking for 12 years.
1. No rewards that give us things we already have in another capacity
2. No rewards that create gold in any way
3. No to always being skulled
4. PvP worlds gave us the 30 cb lvl bracket to attack other players, keep this for edge
5. Target kills give you 1 point to use in the shop, shop rewards are untradeable and degrade into nothing upon sufficient use. Items are transferable in their degraded state to another player with half the charges, that way everyone will want to fight people with the new gear. These new rewards would only have stats in the wilderness. These rewards will also degrade into dust after a set amount of time, to prevent players from stocking up on them (aka boosting). No destroying these items in the wildy, prevents loot sabotaging
6. A small chance of receiving any of the shop rewards in your loot from your target, with a pet on this droptable (yeah its boostable but its also just a pet, not gold)
7. Double loot drops from all monsters on BH worlds
8. No non +1 worlds, players are capable of arranging their own unique risks
9. Just two BH worlds, 1 for UK and 1 for USA midwest (almost no one lives in the midwest so the ping would be about the same for east and west coast)
10. Teleporting mid fight should be harshly punished, but not impossible
11. No teleporting for 6 ticks after hitting with your weapon, not just specs
12. Targets will be within a 10 level bracket range
13. In the old days, targets were very hard to get and couldn't be passed on without losing all your target progress, thats what made fighting them so exciting. 30 minutes to get a target with no skips would recreate this, less is more
Shop rewards are:
-Statius, Vestas etc.
-a new set of permanently degradable pvp gear designed for 40 def and 1 def
-a new set of gear designed to create a new pure-Something in an untapped level bracket
-cosmetic rewards for pking weapons and armor, untradeable
