Everything in this sounds fine to me, but why 3 members worlds designated to BH? I highly doubt any of them will be full in the immediate future, and at maximum you really only need 2, one for 'high risk' (no protect item or maybe you must risk a higher amount) and one for the 'normal' BH worlds. I would be one for possibly replacing the PvP worlds with BH worlds (seeing as they are the lowest population members world and barely used). I would also be supportive of restricting BH worlds to edgeville/wilderness areas.
Not mentioned here, but I do not want an EP system or the PvP armours, sorry Sparcy.

be some problems to consider with the 'teleport to target' spell.
Players in deep wilderness may use the teleport target spell to teleport out of > 30 wild. Perhaps that should be prevented. Also, (maybe a problem,) players could just camp with a big clan in multi and wait for targets to teleport to them and obviously they would stand no chance. For the solo player this would be a problem if they plan on fighting their target. Perhaps that would motivate people to gather a few friends and take on the clan, assuming it's not like 30 people. Maybe have a viewing orb or something to scout their targets before they teleport, or a warning if they are in multi or something.. idk.
