Don't waste your time trying to add a mechanic that will fail because you're too stubborn to add or work out new loot to attract average players into the Bounty Hunter worlds...
Yeah pvp statues and brawlers in their original form were too much, but you act like you can't change them?

The major culprit for the hideous economy on RS3 is because of coinshare and Gwd and Nex and corp. Items being sold for below market value actually were giving teams coins for market value which created a wall of surplus expensive items that didn't change in price quick enough to be absorbed into the economy. Think of a person being constipated, well that's how the economy was in RS3 due to poor Grand Exchange mechanics and slow response to real-time economy.
The reason the bounty\pvp worlds originally flourished was due to EVERYONE having a chance at making a nice bit of wealth due to randomized and extremely expensive loots. Yes people abused 26k\76king, but that's YOUR fault (Jagex). Should have coded better and removed all loopholes immediately.
Pkers, pvmers, skillers, newbs, average players were all flocking to original pvp\bh worlds because it was great profit and brawling gloves were absolutely coveted.
Want success? Attract everyone, not just twitch streamers and a couple of kids who pk all day because they have nothing better to do.
The way bounty hunter originally flourished, had NOTHING to do with PVP worlds.
