My comments:
Granite Maul Rework: This is not necessary. Just remove it from regular Gargoyles drop table. This will skyrocket the value of Granite Mauls by making it only available from the Gargoyle Boss, which is something that would be appreciated. It would also make the item appropriately risky given its rise in value (i.e. fall in supply).
Snare and Entangle in F2P: Entangle is a maybe. Snare would be fine.
Special Attack Teleport Restriction in PvP: Remove it. Don't listen to the non-PvPers on this.
Imbued God Capes and Other Untradeables: I am glad you are finally coming around to the uncomfortable truth that PvM is a joke in this game. There is no risk. And the problem is not that PvP is too hard; it is that PvM is too easy. This would also serve as an excellent gold sink for the game... imagine someone dying at Bandos with Avernic Defender, that sinks 1.25M out of the game. It's a great idea. Don't listen to the people who are saying no just because they want this game to be brainless. They don't care about game integrity.
Magical Defense Calculations in PvP: I believe that everything should work the same between PvM and PvP. Why change untradeables to work the same, and then ask us if we want combat to be calculated differently? That seems very inconsistent. The standard 70% Magic and 30% Defense has been used in this game from the beginning, and there is no reason to change it. It makes sense that your Magic determines more of your defense against actual Magic than your "physical" Defense anyway.
Note: Also, The Toxic Blowpipe is one of the largest threats to game integrity in PvM today. I believe that we can learn from what was done with it for PvP. Reduce the attack speed by 1 tick, and slightly increase its accuracy bonus to partially compensate for the drastic nerf. The result will be a weapon that is both appropriately balanced for PvM and appropriately viable for PvP.
