Wasn't there a news post that Jagex made about how rares did not do at all what they intended and that they were badly effecting the economy (The post was on or round easter 2003, when they decided to drop the first untradeable rare).
Perhaps Jagex staff has grown and changed since then, but I think they were on to something.
I've never found rares hard to get in RuneScape, there's never been a point where I had to reach a goal of a rare, it was always just a "Spend a couple weeks earning money" kind of thing to me, this is because I was more experienced at merchanting, staking, and monster camping, played more, and had a better account that some players I was one of the privileged few who could actually get these items easily, and I almost never wore them, I usually wore my bunny ears instead, non-tradeable are much more fun than showoff items.
Average players should be able to get whatever items you give, and it should be an original item, not these items that have already lost all value in EoC once free trade was brought back and a billion became nothing.
