It seems people are not understanding the basic mechanics of the game.
1. The word 'fair' seems to be the main issue here. Suggesting that they be dropped at random community events, or just placed around the world as some sort of scavenger hunt, is 'not' fair. People would be affected be different time zones, work, and school. It would be totally unfair to the people that are not able to make it during these times. Therefore, I totally rule out any option that involves specific times.
2. A lot of people are also suggesting that every single person just gets the items, and we go from there, or, they can be purchased from a shop. Now, a lot of people will want this, because, quite frankly, they are greedy. Truth is, this is not a good way for 'rares' to enter the game. If they were to go about it this way, they are not considered rare at all, which takes away the whole meaning. And for the people saying that this is the way they were introduced into the game the first time around, that is a completely invalid argument. They were introduced over several years, and not all at once, which is what made them rare.
3. To the people saying that they shouldn't be introduced at all, please don't speak. They are a vital part of the game. The money has to go somewhere when you're maxed out, and rares are something to strive for.
The only fair way for these items to enter the game, in my opinion, is to have them given out as super rare monster drops, or randomly from skilling. There are a few reasons why these two options are the best way to go. For one, it gives every player a chance to obtain them, no matter what their schedule is, whenever they are playing, there's a chance. Secondly, it'll encourage people to play more often, which is always a plus. Lastly, it'll be extremely fun. It could go on for months, even years, before all of the rares are depleted.
