This is my opinion-
1. Distribute them using similar mechanics as you did before (dropping them, holiday events) This sounds like a good idea, keep it the way it was originally, BUT many people do not want for them to ruin the market eventually or they worry for future players
2. (Appear as a very rare reward from a treasure trails)
If this happened people would farm treasure trails thus killing the price of many other items you can get from them, ALSO if someone did get a rare/party hat/santa from it; they would charge crazy prices , and people would be tempted to buy gold, therefore increasing bots, which we don't want
3. Distribute them through very rare monster drops

4. Have an NPC shop you can buy rare items from for a small amount of GP
Rares would no longer become rare, this might work because it would not ruin the market, gold sellers or bots couldn't mess this up, but people will complain about them no being rare anymore

Yeah this sounds nice, but what would stop people from buying gold?
6. Have them given out as rewards from community events
People would say this could ruin the market
7. Give one of each rare item to every old school player
That sounds fair, there would be so many, they wouldn't be worth much for a long time

I would say drop them on holidays and make them very rare drops when skilling, that way we still keep it old school but at the same time, future players would still have a very rare chance to get them, and the market would be okay in the long run
