'After clarifying 'what you'll get if 75% of voters' support it.. if they don't.. if 75% do NOT favour the iteration you offer to begin with.. will you be coming up with a second iteration to offer to the players?
I'm having a little trouble following you there, sorry.
I think the answer is that if an update doesn't pass its poll, but there's a change we could make that might make it more appealing, we'd naturally look at offering the changed version of the update in another poll.

'Also, this 'provisionally' has me a bit concerned. How likely is it that 'changes' (be they nerfs, buffs, additions, etc) will actually REQUIRE the 75% support (I do think they should)? This truly IS a deal breaker, for me.
It's easier to support a version of GWD where you know any changes, to what is initially offered, would actually require the 75% to change them.
Game integrity issues don't go to polls. Like the toy mouse thing didn't. It's very uncommon for us to make that sort of change, as evidenced over the last few months, but we will be obliged to deal with those situations if they arise, rather than waiting a fortnight and then hoping enough people will agree that a fix is permitted! This isn't specific to the GWD, it applies to the whole of OSRS.
