From what I've read in Mod Ash's reply to a similar question, the broadcasting system only says who and what good drop a person has received.
Correct. If we did it, it'd be a broadcast system saying who got a drop. It wouldn't make any difference whatsoever to who gets the drop.
Teams were fighting bosses long before LS was added to RuneScape. They relied on their friends' honesty to share loot fairly at the end of their raid. In late 2007, when the trade limit was added to RS, they couldn't share loot manually anymore, so the LS system was created to help. It wasn't ideal, but it was better than nothing.
You guys don't have a trade limit, so you can continue sharing loot around your team as you see fit, without Jagex getting involved.
However, for the benefit of people who don't trust their friends to tell the truth about good drops, we could install a simple broadcast system to tell everyone in the room what items had been dropped, and to whom. They'd still be left to share it out manually, like they did in 2007 and before.

But does the drop still only go to the person who dealt the most damaged or will it be randomised amongst the team?
If it's currently going to the person who dealt the most damage, that's what it'll keep doing. A broadcast system would broadcast messages, nothing else.
We don't actually have the game engine features that let us do stuff with chat-channels, so we wouldn't be able to identify your "team" to share the loot, even if we had a reliable pricing system for it.
