From the beginning of RS, there was always supposed to be a risk factor for certain high rewards in the wilderness (Rune rocks, KBD, Chest in lava maze etc.). Skillers don't have to venture into this wilderness for these gains if they don't want, the previous methods of skilling are still available. 90 percent of RS is non-pvp, bringing activity to the other 10 percent for pkers (who really are the ones pay for a lot of what skillers supply) is a good idea.
