IF Bounty Hunter worlds were to come back (I hope they implement the craters, but still), then maybe consider the following:

change the drop system to an EP system. Most PKers like to receive their opponents gear as a drop, and standing 30 minutes inside the Wilderness in order to get a decent drop adds nothing to PKing.
- However, an EP system could work for targets. Maybe have some sort of "potential counter", which adds a point for every non-target that you kill
that risks 76k+ (26k+ on f2p worlds)
. Killing a target could then generate a bonus drop (brawlers?), with the stored EP as a multiplier to the drop chance. This way, you still have the thrill of killing a target, but there is no waiting time involved to pk.
EP adds only additional drops to what you get when you kill someone, I don't see how you could think that's not good to have for pking. You can still kill everyone and get their things like you would normally, but with EP you have a chance to make a little extra, which is in no way bad. Waiting to get your EP up is an optional part of Bounty Hunter.
