I honestly don't pk and hate entering the wilderness with the fear of being Pked. I suggest worlds with and without the wilderness Pking ability (or with a controlled pk area), and bounty hunter sounds like a good solution to the problem. By making bounty hunter (Crater) available on every world. its a great compromise to Pkers and non-Pkers.

But it seems like the best solution to me would be non-wild worlds. but I'm willing to sacrifice if the PKers are.

Please DON'T bring the wilderness weapons and amours back, they are too OP.
(Example: DRAGON CLAWS, Vesta's long sword)

I have thought this through so many times, from the first discussion that started about this.
If such must really be added, there's only one option in my opinion. Which would be a toggle to participate (for any world). The target likelihood will increse only when your character finds itself in the wilderness. No crater. No earning potential. Just a bonus to the loot for killing the target. People should only be able to toggle on bounty hunter when they risk.

PvP worlds is a different game to me. I do not support additional bounty hunter for the pvp worlds. But if necessary, it can be added the same way. Only standing in the wilderness will increse your likelihood, and assign you a target. Fighting your target outside the wilderness should act as fighting a random.

Bring back Edgeville BH+1 worlds, exactly as they were when they were released.(spawning in edge when you die, always keeping your most valuable item, boundaries in the world, EP system, targets, artefacts, pvp armor/weapons as additional drops, brawlers, 75k risk requirement, Mandrith there at bank to sell artefacts to.)

One of the reasons not many people pk is because it's not profitable unless you get a lucky drop. The EP system in BH worlds allowed people to profit pk and gave them a reason to come to the wilderness for a while to get their EP up and get a good drop.

Another reason would be the huge amount of people ragging in cheap gear while also protecting item. Nobody is going to want to go out into wildy and lose double what they get from killing someone just by eating sharks and drinking prayer potions, while also risking their items.

As for the risk of impacting pvp negatively, it's a slim one. W65 and W18 are already dead pk wise, pvp worlds are mostly rushers, and pretty underpopulated. The only active pking scene in Runescape is W2 edge. Turning W65 and W18 into BH worlds and removing one pvp world for a high risk BH world would definitely help the pking community by giving everybody who doesn't want to pk because of lack of reward a reason to come to BH and populate the worlds. While also populating the remaining pvp world for anyone who enjoys that, and also having the option of the regular wilderness.

Pking was alot better in the BH world days, mostly because of the fact that it was both profitable AND fun.

Edit: Also, back in the BH days you didn't get what other people had, but with that and EP drops, the amount of profit to be made from pking would be irresistible and make pking feel alot more rewarding.

The Bounty Hunter system within the wilderness would be a better idea. If craters were created or bounty hunter worlds, it will separate the small amount of pkers we have and all the locations would be less active than they are today. Having the system in the wilderness would not force others into chasing their targets, they can still go on pking as they were and ignore the bounty hunter system if they don't like it. If anything, you guys could make an option for people to forfeit. All in all, bounty hunter in oldschool is a great idea, it just has to be implemented with caution.

BUT for the love of God, PLEASE do not add the EP system as it was before. You can't believe how annoying it is to kill someone with high risk and end up getting salmon.

If an EP system was added, the loot should be an accommodation to the guaranteed loot of the other players risk. Ex: if a player dies with dharoks, we should get that and a little something on the side if we have EP.

What's the point of Bounty Hounter Worlds if you dont get any loot from your target than his items he gets . Why would you hunt for somebody if you could just kill a random guy insteed dont wasting your time . It had purpose back then when there were Statuetes drops and vesta armor ect.

What i really wanna see is OLD BOUNTY HUNTER :3 , 1v1 Area , Random Targets , Penality for Leaving 180s after picking something up not form your target , no teleports , add teleport to target spell .

So we have , 1 free wild , 2 pvp worlds , 3 bh craters .

Everybody would be happy
