i think bringing the craters back will only divide the limited pking community even further. also, in the crater days you basically had to be at the highest level for each crater to be effective: meaning you had to limit the stats you could get on your account to be (for example) at the top of the medium crater rather than the bottom of the highest crater. Bounty worlds made things a bit more fair for people of all levels, and for myself it was a bit depressing running around a plain, boring grey crater.
Verdict: I think the best way to implement this system would be as a toggle option on existing PvP worlds and 1 or 2 regular worlds for wilderness only. If you toggle bounty mode on, the game will generate a target that is also hunting you. Anyone can still attack you outside safezones, but your target could jump (interrupt your fight) even in 1v1 zones. If you don't want a target, toggle bounty mode off and keep on pking normally while enjoying the new influx of players to attack.
And finally, i think the best way to get people interested in targets is if new degradable pvp weapons and armour are dropped ONLY from killing a target, similar to vesta/statius etc back in the day. This will be useful only to PKers and act as a money sink. Speaking as someone who made hundreds of millions off statuettes in the glory days, we really don't need them messing up the economy.
