My concern overall from seeing all this is power creep. While raids is a large piece of content, I don't believe it should provide potential for BIS in every category, even if the items are hella rare/hard to get. I love the idea of non-degradeable dps robes, and tank robes would provide an interesting dynamic and be used in places never thought possible before. (ex: blood barraging in gwd viable?) As for the twisted and elder armors, I still see lots of life in armadyl and bandos and range/melee isn't exactly in need of a buff right now, so why put those armors in? It creates a scary issue of power creep.
Now, EXCLUDING all armors
I love all the items and ideas suggested and will be voting yes for them. Every item has a very specific purpose and niche, therefore not devalueing previous items in the game. As a sort of "olive branch" for the claws, maybe make it cost 60% special attack so both attacks can't be used in succession? I'd vote yes either way but that may be smart to implement to make them more attractive to a broader audience

no to twisted/elder armors, yes to everything else, make claws cost 60% as an "olive branch"
