I'm not sure about 5 minutes...
If it drains 70% slower then it would last for 255 ticks I believe, at 0kg. 150/100 * 170 = 255. 255 ticks seems to be around 152 seconds, or 2 minutes 32 seconds. I'm assuming this is what they meant as that doesn't seem too overpowered.
170/100 is only a drain rate reduction of 41.176%.
333/100 is a drain rate reduction of 70%

so you can't actually last for 5 minutes at 0 kg. But at higher weights you get a much bigger saving.
However, because you get 20% energy restored with this potion too, and I make it that at 0 kg it takes 60 seconds to lose 20% energy,
that means that by drinking one dose every minute you can RUN FOREVER.
I don't know what these potions will cost but it wouldn't surprise me if you could run constantly for an hour for less than 100k. Which you would EASILY make make in the extra drops or extra runes made etc.
Rest is overpowered but compared to this...

You can't run forever...I wonder how will that helps me for example in making more runes...when I'm already constantly running 100% of time making nats or laws
By the way, for running forever as you state, you need to drink 60 doses per hour, which is 15pots...people getting marks of grace won't be able to get enough of these pots for all the people running, so what will happen is that this pot will be overpriced and not convinient to use when, for example runecrafting...(even if 1 pot sells for 5k ea why would i use it when one rc trip takes away ~40% energy->1200ea per normal energy pot)
I think it will have limited use, like sara boss, maybe barrows, or some quests like underground pass
I especially like the extra bankspace.
I have 2 quests to go till that Quest Cape is mine and as you know, quests give a ton of stuff that is worth keeping but clutters up your bank.
Perhaps I am asking too much, but getting another 15 spots per 50 questpoints would be awesome. It's a motivational boost to get quests done.
