As much as I like the idea of Insignias, I REALLY don't like the idea of people wearing gear that gives stats that isn't visible to other players. You have no way of telling if someone is going to hit you with a splinter shot until it already happened.
However, if it is going to happen, could you make it so the defence one can be charged to prevent mobs from becoming aggressive? For example, maybe it would lose charges based on the level of the attacking monster, and then the monster would lose sight of you for a small period of time, only to take more charges if you run into it again. Maybe it shouldn't work on quest monsters, I don't know.
