I voted no on this, and though I rarely post I would at least like to say (see echo) why. First off, I really didn't like the design of the cape itself. There's no real need to try to improve on the aesthetic of the fire cape, because it's been an icon since release. Adding 'shoulderpads' to it doesn't add anything, it just detracts from the gravitas of the original, which nobody would want to wear it due to inferiority.
Aside from how it looks though, I have issue with how it's to be obtained - it's another fight cave (which already exists). The more challenging boss fight might be interesting, but apart from that, why introduce power-creep to an exceedingly similar 'best in slot' item that's obtained in a similar way? The cape itself doesn't introduce any interesting mechanistic value, it's just slightly better in terms of stats, and I believe it would be more interesting to do something to obtain it that isn't essentially the same thing I did to get its forerunner.
Having said this, I was never a fan of the Fight Kiln, Har-Aken or the TokHaar-Kal either. These are just my thoughts, and I wanted to post them somewhere, I hope it gives insight into my reasons, at the very least.
