I think the basis for perks should be:
"What's an annoying part of this skill that I shouldn't have to put up with anymore now that I'm a master at it?"
Attack: I can agree with the current reward.
Strength: If a melee attack would leave a target with one HP, it instead deals one extra point of damage.
Defence: Chance to roll for defence twice and take the better result.
Ranged: Agree.
Magic: Raise the number to 3-10.
Prayer: Fully recharge prayer once every four hours.
Runecrafting: Either:
No longer skulled when entering the Abyss, or
Can be used three times per day to repair pouches.
Construction: No ideas.
Hitpoints: Food can heal you to a maximum total of 105 HP.
Agility: Never fail obstacles.
Herblore: Either:
Automatically decants potions to 4-dose (toggleable), or
For every 14 potions you create, you create a 15th one free.
Thieving: No longer stunned when you fail at pickpocketing.
Crafting: No longer require moulds, thread and needle, or chisel.
Fletching: For every 14 bows you create, a 15th one is created.
Slayer: Once per week, you can pick your own slayer task.
Hunter: Was never one for hunting, so I couldn't say.
Mining: Random chance to one-hit any ore.
Smithing: Either:
Ability to summon an anvil that only you can use. One at a time, and with cooldown, or
Never fail to smelt iron, and use 25% less coal in smelting (rounding down).
Fishing: Chance to instead catch two fish.
Cooking: Agreed.
Firemaking: You can create a fire without logs or a tinderbox. One active at a time.
Woodcutting: Chance to instead collect two logs.
Farming: Either:
Patches no longer need to be weeded,
Create supercompost out of any plant, or
Increase minimum crop yield by one.
