I don't think they've thought through some of the skillcape perks at all. For instance the vast majority of 99 rcers use the abyss and thusly have absolutely no use for tiaras. The cooking perk is ridiculous if you'll burn NOTHING... that's a huge jump in xp/h as well as gp/h.

On the other hand, the other updates aren't too shabby.
I think Coolsville sucks!

The skill cape perks are okay... Some of them are definitely better then the others. Personally I'd rather only see a few or none make it into the game, only because most of the perks are worthless and it just seems like a waste of dev time to me. Everything else is great though. :)

Cooking perk is OP. From regularly burning certain high level foods like mantas and turtules at level 98, to no burning at all at 99 is too much of a difference. Make it a small invisible boost of, let's say 2, instead. This also stacks with Chef's Delight.

HP perk is also a bit too much if you ask me. Normally you have to activate rapid heal and sacrifice a bit of prayer points depending on how long you have it on, but with the perk you have a constant activation with zero prayer point loss. I suggest to move the def perk to HP, because ring of life effect is related to your health points. For the def perk try something experimental: damage soaking. This was released in 2010 and what it did is reduced a slight bit of damage depending on your equiped armour. How the perk works on your def cape is that for every 25 damage you receive in a single hit, 1 damage is reduced. Let's say you get hit for a 30, it will become 29.

All the skill cape perks should of been polled individually.. Damages the idea that all the content updates of the game enjoyed 75%+ support. When in this case you don't know whether that is the case.

Personally would reject a few of the suggested perks, but feel compelled to vote yes as I support most of them.

The skill cape perks are basically exactly the same as how they were originally suggested, Jagex doesn't seemed to have listened to the majority of players who said that most of the perks are pointless. Teleports to guilds... double xp from gold ore.. When you have 99 in a skill, why would you want that? If you really wanted 200m smithing xp, you could just wear goldsmithing gaunts. Seems like you guys haven't really put much effort into thinking of useful perks for these capes.
