What about the Quest Point cape? I feel it deserves something.

Perhaps function as some quest items, such as;

Ava's Accumulator
Bull Roarer
Ring of Charos (a)
Dramen Staff/Lunar Staff
Silverlight/Darklight(?)

You get my drift,

Please do not add "saves a secondary ingredient" or "increases the speed at which to do something" into any of the capes; it will disrupt the rhythm when using that skill from then on which can be a positive or a negative thing. Obviously, avoiding the negative aspect should be way more important than benefiting from the positive aspect here.

For example, saving a secondary ingredient while making potions;
- Previously use secondary ingredient on unfinished potion = makes 14 potions. Bank finished potions either by "bank inventory" or right click > bank all.

- Now, you have 14 finished potions and 1 secondary ingredient (chance that secondary ingredient is saved). You now have to "bank inventory" all the time now or else you'd have to right click > bank all for the potions AND the secondary ingredient. (this messes people up who are used to right click > bank all for just 1 item type, not 2)

- Making X faster; used to take 20 seconds to make a full inventory; with 99 in that skill, it now takes 15 seconds. A specific player would used to do something else (watch movies, homework, etc.) based on that 20 seconds - now they have to adjust to 15 seconds, making it more difficult for that player to focus on something else while using that skill. (This would discourage players from reaching lvl 99 which means that this should NOT be implemented)

Please think about as many players as you can and the way they train that skill (and the many different ways they train it) before considering a skill cape perk.

Change the attack cape. If a person is 99 attack. They probably aren't participating in any activity where they may lose their defenders( unless max hybrids or because of your shi tty servers ) So buff the attack cape. Make it to where you don't hit a 0 you hit a 1. Its not that big of a change. Ive seen a few people mention it. So yeah. Unlimited cyclops. At 99 attack. Stupid.

Herblore - 5% chance of producing a (4) dose instead of a 3 dose

Cooking - Permanent boost to level 100; not ever burning anything is broken. Could also make it act as cooking gauntlets that stack with the actual gauntlets.

Magic - Have it act as chaos gauntlets, similar to how the smithing cape will act as gold smithing gauntlets.

Hitpoints - Have the x2 healing stack with the prayer, x4 healing (even x8 with regen bracelet) would probably still be outclassed by the current setup of b gloves and fire cape, although it's a really good alternative and would be nice to see if it would have niche uses.

Also, a few questions:
Would varrock armour 3 stack with mining cape?
Would Smithing cape stack with gold smithing gauntlets?
Will prayer cape stack with holy wrench or an imbued ring of the gods?

Not sure if these have already been suggested but how about:

Cooking - Any food cooked whilst wearing this cape gives small additional effects to other skills depending on what you cook, similar to how spicy stews work. I.E shrimp give a 0.2% increase in thieving exp.

Firemaking - Making it into some form of a furnace would be nice.

Mining - Gives a 5% chance of mining any additional ore after successfully mining some minerals ranging from iron - adamantite (exp not included).

Hunter - Acts as camouflage in any environment.

Agility - Has a Lumbridge/Draynor Achievement Ring 2 effect.

Crafting - Acts as a toolbelt.

Slayer - Through points, it can eventually be imbued with every other slayer item to be the ultimate slaying device.

Farming - All crops which were planted whilst wearing the cape grow slightly faster.

Prayer - Has a Falador Achievement Shield 2 effect.

Hitpoints - I think this cape should grant a ring of life effect as opposed to the Defence Cape.

Defence - Minor damage reduction from all sources.

Magic - Has a Ring of Charos (a) effect and five free teleports to anywhere of your choosing (this will of course be conditional).

Smithing - Acts as an anvil only accessible to you.

Herblore - 10% of using the same herb for two vials of water.

Woodcutting - 10 free teleports to "tree zones" such as the Mahogany/Teak and Arctic Pine zones.

Ranged - Unlimited teleports to Ranging Guild and purchasing arrows is greatly reduced.

Fishing - When fishing spots disappear you are still able to fish in that spot for a certain period of time and you will only catch fish of higher value.

Runecraft - Immediately stores up to 35 Essence whenever Essence is obtained and automatically crafts the runes when using any designated altar.

That's pretty much all I have. Love the idea!

Attack
REPLACE: Hit a 1 instead of a 0

Addition:
+2 Slash/Stab/Crush

Strength
REPLACE: Hit +1 higher/hit

Addition:
+5 Strength Bonus

Defence
REPLACE: 0 instead 1 when damaged

Addition:
+12 All Defensive Types

Ranged
Act as an accumulator.

Addition:
+10 Range Strength Bonus
+5 Range Accuracy Bonus

Prayer
Will provide the effects of the Holy Wrench.

Magic
Cast Spellbook swap once a day on the cape.

Addition:
+12 Mage Attack/Defense Bonus

***points
Acts as if you have rapid heal prayer activated, i.e. 2x HP restore rate.

Addition:
Permanent 2 HP raise when worn

Runecrafting
Decreased chance of degrading pouches

Addition:
Infuse staves (ancient,water,fire, etc.) with different runes to increase power/decrease rune cost OR double bloods/deaths

Construction
5 daily teleports to the portal room of your PoH.

Agility
REPLACE: All character motions/actions increase speed by 10%

Addition:
3 hours of run energy

Herblore
Can search the cape and find a Pestle and Mortar.

Addition:
Potions made while cape worn will be (4) instead (3) dose.

Thieving
10% better chance of pickpocketing anywhere in Runescape.

Fletching
Can search the cape and find a knife.

Addition:
Any bow made increases string torque for +20 Range Strength Bonus

Slayer
Can persuade your slayer master to reassign you the same task you just had once a day.

Addition:
Kill any monster with any equipment

Hunter
5 Teleports per day to Black Chins or Red Chins.

Addition:
Wearing anything provides maximum camo

Mining
Has the Varrock Armour 3 effect.

Addition:
5% chance of onyx mining

Smithing
Would provide the Goldsmithing gauntlets XP boost.

Replace:
20% chance to make extra smithing item

Fishing
Permanent level boost to 100.

Cooking
Would prevent you from burning anything.

Firemaking
Acts as a light source

Woodcutting
Increases chance of finding a bird's nest.

Farming
Give a 5% increased yield from herb patches.
