I don't have a suggestion for what the Defence Cape's perk should be, but it definitely SHOULD NOT act as Ring of Life

Firstly, Most high leveled players are not worried about getting down to 10% HP. We stay calm, we eat, we continue the fight.

Second, Death on OSRS at the moment is virtually inconsequential. Even if you DO die, you have an hour to get back to your stuff anyway.

Defence Cape is my favourite item in the game. I wear it over my firecape a lot of the time just for the cosmetics, but if this perk were to be added I would never wear it during combat again.

If that perk remains the same, I will have to vote no on the poll.

The max cape should allow you to have all perks, since you earned them all. but have it like a once per day. The fletching cape and herb cape should be able to make like 5-10 completed items per day. like if you have 5 ranarrs in your inv it completes the potions per day, same with bows. you could do a +1 for slash for attack cape, and +1 str bonus for str cape.

Re Max cape perks.

I think that perhaps all perks would be a little too advantageous, despite having got all 99s already.

Perhaps the max cape has the options to pick 5-10 benefits of each 99 and this can be changed on a daily or weekly basis?

Attack Cape: Acts as a 4 dose Super Combat Potion (Once a day). Has a little animation that looks like energy flying out of it into your chest per dose.
Strength Cape: +2 - +4 Strength Bonus. This would make the cape stronger than any other skill cape but still not enough to beat a fire cape. +2 would probably be the best option.
Defence Cape: Has +10 in all defensive stats. Making it the best defensive cape surpassed only by the fire cape.
Ranged Cape: +5 Ranged Attack Bonus OR Avas Accumulator function without attack bonus. This would either make it fashionable with no attack buffs or better damage wise but nothing else. Avas function would probably be the best option.
Prayer Cape: +5 Prayer bonus making it not as effective as the Ardougne Cloak 4 or Keep as is.
Magic Cape: Keep as is.
HP Cape: 99 HP is a slow and tedious grind. As such, it should have something good. The "Rapid Heal" idea is definitely a good one. I suggest something in the way of a passive guthans effect, except it works on YOU rather than your opponent. Like a rare (probably 5% or so) chance of converting most of your opponents damage on you into health, healing you instead of hurting you.
RC Cape: Keep as is.
Construction Cape: Keep as is.
Agility Cape: Keep as is.
Herblore Cape: Can right-click the cape and it will automatically start cleaning all herbs in your inventory, one at a time.
Thieving Cape: Keep as is.
Crafting Cape: Keep as is.
Fletching Cape: Has a small chance to fletch 2 logs at once.
Slayer Cape: Let's you change your current task to a new one from three random choices once a day without penalty.
Hunter Cape: Keep as is.
Mining Cape: Keep as is.
Smithing Cape: Keep as is.
Fishing Cape: -No Idea-
Cooking Cape: Keep as is.
Firemaking Cape: Keep as is.
WC Cape: Keep as is.
Farming Cape: Keep as is.

How about have the Attack cape have the ability to fully replenish special attack energy to 100% 3 times daily.

Makes it useful, but not hugely overpowered.

Herblore cape has the ability to create 5 potions daily without the need for the secondary ingredient; use the cape on an unf potion and select which potion you want it to make.

Give the Firemaking cape an ability to automatically incinerate a second log from your inventory when making a fire, or have it increase the duration of a burning log siginifcantly allowing for a portable cooking area anywhere for a period of 10 minutes. Also maybe add a 5% chance to automatically incinerate any chopped log, similar to the Smouldering Axe, but not as high chance. Just a passive effect that can be toggled for people maybe cutting magic trees and don't want to lose a log.

Just some quick thoughts I had on a few capes, going to keep it short.

Herblore- can store 20 vials of water or herbs, useful for sneaking in extra supplies without being too over-powered. Only cleaned herbs and vials filled with water.

Attack - small increase to melee accuracy %. I'm not sure what is considered a high percentage for attack and I'm not going to guess, if anyone likes this and wants to get more specific go for it.

Strength - same as attack cape, only applied to melee damage (or strength, whichever works)

Smithing - *small* speed boost when smithing bars, maybe when smelting as well?

edit: I agree with some of the concerns about the defense cape's proposed perk. I like it a lot, but it would make the cape pretty much worthless to me. Here is my suggest for the def cape

Defense - Acts as a permanent ring of life, or ring of recoil. Can only be one or the other, switch between the two by a right clicking the cape to toggle.
