Spose I will weigh in..
Thank you for polling to increase the number of buckets that you can store with the Leprechaun. This is something I've wanted a long time even though it might seem inconsequential and I'm kind of mad that people would vote 'no' to something like this. I actually have a fair bit of contempt for people who just vote 'no' because they don't care about something either way. There is no other reason to vote no to something like storing extra buckets... O.o
Same goes for the bull roarer question...I actually saw someone in this thread say that because they didn't know what a bull roarer was, it was unimportant to them and indicated they would vote against this...WTF!? So, because you haven't completed the legends quest, this is irrelevant? Wow..
Max cape - GO FOR IT! I welcome the max cape to OSRS. Anyone who maxes deserves distinction. It's disappointing that the vote for it having the same stats as a Fire Cape is failing. While I agree that it shouldn't become the BIS cape - as Ronan said, not everyone should be expected to measure up to that level of gameplay to get the best cape-slot stats - it should be a cape a maxed player would wear in combat, like a Fire Cape.
Maxing symbolizes having mastered all skill based aspects of the game and for this argument we should also consider combat skills as such. Not to mention, as others already have, that pretty much all skills do relate to combat in some way. It shouldn't be a cape that covers all bases, else other capes of distinction would not hold much value.
There needs to be a balance. It should be a cape that maxed players would want to wear all-around in the game, whether it be for combat or for skilling, or just chilling. For that it should have Fire Cape stats, but no better. It should have other perks, though. Nothing that puts pressure on players to feel like they need to dump 2000+ hours into the game to enjoy it because the perks are so advantageous.
