My suggestions may have a lot of flaws and loopholes or already mentioned in earlier posts (i hope not) but I would like to contribute towards the bludgeon and hopefully you can develop on or scrap this idea.
1.1 To encourage smite fights in edgeville (since this place is the mecca of pking), the special attack could perhaps only be performed under a certain prayer level, say under 20% AND while the user's smite is ON, thus allowing a greater risk for reward situation for both user and opponent. This will increase the requirement to 52 prayer (or higher) so we dont see any overpowered blugeon pures around. The strength bonus of the spec can be negotiated but I would like i would like to see it up with the AGS or better since the risk is higher.
2.1 PVM wise, the Blugeon special attack could perhaps increase the drop rate of a boss's signature drop given that the special attack is the killing blow. now this would require the smite to be turned on and thus being vulnerable without overhead protection. To make things more difficult, the spec could be slowed down so the user has to get the timing right without getting hit. In a pvp situation if the user only turns his/her smite on when speccing, the slowed-down spec would give the opponent ample time to turn his/her smite on and also risking it for the KO.
2.2 some bosses can only be attacked from a distance e.g. armadyl boss, zul*ah, etc... so the special attack could perhaps be used from a distance? the animation being a bit like the d2h but grander.
2.3 Speaking of speccing from a distance, the spec could be useful in pk hybrid fights.
Having said all these, the bludgeon may be the most sought after weapon in the game keeping prices decently high purely because of it's
functionality
