I dislike the fact that every slayer monster is located in the same ugly looking cave near a bank. Im talking about Stronghold slayer cave. And the cave is located in the midst of gnome stronghold which looks like a peaceful place where you could have a picnic. Why is the cave inhabiting the biggest amount of creatures in the game located there?
Slayer is about different species of monsters, and each species should have their own unique environment. Some roam near lava, some dwell in mud or a swamp, another is surrounded by magical glyphs. Stronghold slayer cave looks nothing like the rest of the world, its so out of place. I dont like the idea that it will be the home of hellhound boss or abyssal sire. Instead Im suggesting that you place the hellhound boss in Taverley dungeon in a separate room near the hellhounds and place the abyssal sire on the other side of a portal located on top of the Canifis slayer tower.
Broad darts seem like a good sink for all those slayer points.
Eternal boots should NOT have +5 ranged defence. Theres only 2 kinds of boots giving ranged defence: Bandos boots giving +15 ranged defence and roque boots giving +2. Bandos boots are melee boots so it is justified, but Eternal boots would be the new best in slot mage boots in addition to being the second best boots for ranged defence. This is unacceptable for mage boots.
Pegasian boots seem quite strong with +12 range attack when ranger boots have +8 not to mention snakeskin boots (which most of the people are still rocking) have only +3. I would suggest a modest +10 range attack for pegasian boots.
I think you should also rework the concept of using ranger boots, infinity boots and dragon boots to create the new best in slots. D boots are very common, infinity boots are obtained from a minigame and ranger boots are a rare TT reward. It just doesnt seem right. You could have regular hellhounds drop blank boots which can be enchanted with the crystal of your choice from the hellhound boss.
