Long story... We have 2 kinds of interface at the moment.
The basic kind, which existed since the 2004 RS2 launch, doesn't support much dynamic editing. We can generally set the text and colour of things, but we can't add extra right-click options.
The newer kind, created from 2006 onwards, supports dynamic editing. It is generally possible to add extra right-click options to buttons on these kinds of interface. All the basic interfaces got replaced with these newer interfaces during 2008 and 2009. (In fact most of that work was necessary to do resizeable interfaces for resizeable mode.)
If we add an extra option to a button on one of these interfaces, and its action is clientside only (or chat-related), it'll work fine. If its action needs to control something in-game, it may not work reliably, so we prefer not to do that at all.
The 'Kick' option for chat-channel messages would be chat-related, so it should work fine. I'd prefer to check this out before promising it in a poll, though.
The right-click option on the Report Abuse button, allowing you to toggle the 'report' op on other players, was created in the same way. However, that one needs to control something in-game, and it does not work reliably. Fortunately it doesn't seem to have bothered too many people.
Given an interface editor tool, we could edit interfaces properly, adding right-click options that work reliably!
