In principle, yes. That's roughly what Clan Wars was in 2007, after all, although that used chat-channels instead of an ID code. We don't have the engine features to do stuff on chat-channels, hence the suggestion of an ID code instead.
In the specific case of Castle Wars, the problem is copying the surface and underground into the same private area. They'd have to be fairly close to each other, since the private area isn't allowed to be very big, but it'd be silly if you could see the underground areas sitting adjacent to the surface map. Actually, that's why we always held off on making Castle Wars use private areas in the main RuneScape; we just couldn't find a nice way to make it fit.
