This would be a great idea to release a Black Partyhat.
They've released a Black Santa Hat back in 2013, so why not a Black Partyhat in 2020?

As for the current colours, I still think the current one's should stay limited as they currently are.

You got my vote for a Black one though!

Owning a partyhat isn't like achieving 120 in gp because there isn't enough partyhats for everyone and the unlock isn't consistent. Consider that there is a cape for everyone that achieves 104,273,167 xp, however, the same can't be said about the amount of gp needed to unlock a partyhat. Some unlock a partyhat at 0 gp while other at "x billion" gps.

So, it's not like achieving 120 because the unlock value is inconsistent.

The lore of the partyhats is that they were released to everyone for free.

They appeared in Christmas Crackers which brought everyone together to snap and celebrate the holidays partying with the partyhats, everyone was included. So, partyhats aren't wealth status symbols as the flip/merch/investors, etc., claim.

There are also other reasons for releasing the partyhats on Treasure Hunter, for example, it will help nerf the overpowered abuses of flip/merch/investing--no one knows what the prices are and that results in market manipulation.

The suggestion here is quite the opposite of socialism, in fact, Partyhats on Treasure Hunter is consistent with capitalism in that the it helps Jagex maximize sales. Businesses advertise "sale events" everyday, and this suggestion is aligned with the capitalist impulse to maximize profits by selling cosmetic goods with micro-transactions.

Thus, Partyhats on Treasure Hunter is an excellent idea because it helps Jagex increase sales, and with that revenue source they will be better positioned to hire more staff to develop more awesome updates for everyone to enjoy.

So, it's a multiple win for everyone !
