Let's see, party hats are falsely attributed a price of billions because of market manipulation - both intentionally and unintentionally the party hat market is being manipulated. This results in a game dynamic that is unbalanced: an afk activity such as flip/merch/investing shouldn't outpace the more intense and active activities such as pvm. (Think of the contrast in mining where one engages the rockertunities the rewards are better than afk mining)
So the "profit" of flip/merch/investing is overpowered and it must be nerfed.
There are many ways to nerf flip/merch/investing, but Partyhats on Treasure Hunter appears to be the better option because it also helps Jagex raise funds to hire more people to develop more awesome updates for everyone to enjoy!
With respect to other cosmetics, only Jagex has the data, but I've seen people enjoying the entire array of available cosmetics from afros to eyepatches to fish masks to everything above and beyond and in between. The gp value is not the same as an item's cosmetic value.
Cosmetics are subjective, one person's junk is another person's treasured item to mix and match with an outfit. That is, even if Partyhats crashed to under one million gps, it would simply result in a different, and likely larger, demographic of people enjoying Partyhats.
But, again, partyhat "profits" are overpowered and must be nerfed.
The flip/merch/investing activity is based on a leech mechanic:
In other words, flip/merch/investing has artificially inflated, or covertly manipulated the partyhat market due to hoarding etc.
One of the best ways to balance the game is to nullify the flip/merch/investing mechanic by increasing the supply of Partyhats.
Therefore, Partyhats on Treasure Hunter is the answer!!!

I haven’t read after market manipulation. Can you please provide evidence that there is market manipulation. Because I bought my partyhats with the money I wanted to pay for them, not because someone else told me that it’s the price I should buy them at.

There are a number of variables which suggest evidence the Partyhat market is being manipulated either unintentionally or intentionally by either individuals or colluding groups (merch clans, etc.)
For example, players do not have access to the data required to calculate the price of Partyhats, so it's impossible for players to make that calculation.
So, Partyhat price tracking threads are inaccurate, they do not have access to all the data and are prone to fabrication, false reporting or manipulation, etc.
Another piece of evidence that suggests that the Partyhat market is artificially inflated or manipulated is observed in the stark contrast of the Common Trade Index (CTI) and the Partyhat market graphs:
As shown in the graphs above, the CTI has exhibited some turbulence, even though the graph depicts numerous peaks and valleys, for over ten years there does not appear to be a significant inflation or deflation rate overall.
In contrast, the partyhat graph is an anomaly because the data depicts a steep incline in price. This is evidence that there are factors (unintentional or intentional manipulation) preventing the Partyhat market from reflecting a similar inflation or deflation rate as described by the CTI.
These graphs were posted two years ago, but even now the Blue Partyhat is well over 15 billion which again suggests that there is manipulation occurring because it is significantly disproportionate to the rates described by the CTI.
If there was no artificial factors affecting the Partyhat market then it would be comparable within a few percentage points, but the Partyhat market exceeds an inflation rate over 100% which again suggests evidence of manipulation because of the extreme contrast.
So, Partyhats on Treasure Hunter helps address this issue and helps balance the game!!!

You do realise that if partyhats are thrown on threasure hunter your t92 weapons start to cost 10b gp right? Where do you think I and many others will invest all of our excess wealth? Then you gonna cry about putting the weapons on th or making them extremely common because you can’t afford them.
To be honest, knowing that this will never happen, it’s just not even worth arguing about. You have your own opinion, I got my own. The only difference is that I own partyhats and you don’t. So let’s leave it at that.

Thanks for projecting your emotions, these are not only off topic, but betray your position: it confirms that flip/merch/investing is an overpowered leech mechanic that is need of nerfing.
I'm not crying about this issue. Personally, it makes no difference to me whether they pick up on this idea or not, I still think it's an awesome game regardless.
But, the mindset here is cheerfulness and helpfulness:
