or for a naff 200m (which is £40 if bought in bonds) rather than maybe hitting it once in upwards of 10k spins (a ridiculous way to try and make money when bonds are already available)

In a lot of cases, the parents are the ones buying these for their children. Sure maybe the child has pocket money. Personally my parent's often wouldn't let me get pokemon cards, yes they were addictive and expensive.
Toys in cereal boxes are already regulated, as it was a pressure tactic to get kids to pester their parents for it, and was usually the particularly sugary and unhealthy cereal.
With online games, if the credit card is already linked up from a previous purchase or runescape membership. The parents aren't around for supervision, nor are they expected to in a game that's for 13+.
If a game is to have these mechanics, it will soon be regulated like gambling and require 18+. Or will need to be scrapped.
Going further than that, They should be removed altogether as they prey on the vulnerable and easily coerced. Or at least people should be able to set limits they can spend or choose to have the option of th removed.
You don't pay extra for those lol. Jagex really need better lawyers.
Of course Jagex have lawyers. That's why TH and all the MTX are running and running and running. No governments said otherwise.
Everybody gets free keys just by logging in every day. They can farm more keys in game without paying. Paying for keys is totally optional and no content from TH is blocked by not paying real money.
You think Jagex hasn't been challenged? Sure many haters did but they just failed because unlike a real casino or the likes of Big Fish Casino, there are totally free ways to get TH keys and most MTX items, and even more importantly there is no way to cash out.

Oh wait... Jagex never said nobody RWT. In fact they said it clearly in their EULA and Terms they don't allow RWT and they have taken RWTers to Court too. Jagex did not lie about RWT like botting in OSRS, but they handled it properly. I don't know what is "deliberate".

There are regulations regarding toys in cereal boxes but they are Commerce laws, not gambling laws. Same laws cover virtual items including TH too. Commerce laws exist all the time and virtual items including TH are well covered all the time.
Nobody needs to be 18+ to eat cereal or play with the surprise mechanics inside the cereal box. Same thing for TH.
