If you read the entire 84 page document, you should see that the DCMS actually asked for the government to encourage industry levies (like ESRB kind of labels, parental control and age verification) but no regulations. :)

To further correct your out-of-context quote, the entire quote is:

"The Government should bring forward regulations
under section 6 of the Gambling Act 2005
"


However, Section 6 of the Gambling Act is only applicable to games with a real money cash out mechanism, which again, not the case in TH.

I really can't help if somebody doesn't realize if an entity asks the governments to investigate something under an existing regulation, that somebody is not asking for the governments to make new regulations.

For example, when some volunteers said "The Government should bring forward regulations under the Fair Labor Standards Acts" to determine if they should be paid, it wouldn't mean the Governments should make new regulations. The volunteers would just be asking the governments if they could claim wages under the EXISTING regulation - Fair Labor Standards Acts.
