Why Is Bilrach Not Stronger?

So, this was being discussed by a few people earlier and I found it interesting... But how is Bilrach only on the "Feared Mahjarrat" tier?

For those who don't know here are the Mahjarrat tiers as released by Osborne about a year-ish ago.

Tier 1- God Mahjarrat
Zamorak

Tier 2 Mahjarrat on the Cusp of Ascendancy
Lucien (After WGS)
Sliske (6th age)
Zamorak (with stone/staff)

Tier 3- Arch Mahjarrat
Azzanadra
Kharshai (prior to being trapped)
Lucien (before stone/staff)
Zamorak (before stone/staff)

Tier 4- Feared Mahjarrat
Bilrach
Moia (6th age)
Zemouregal
Kharshai (6th age)

Tier 5- Respected Mahjarrat
Enakhra
Hazeel (before death sleep)
Wahisietel

Tier 6- Mahjarrat
Akthankos
Hazeel (post death sleep)
Jhallan (before weakening)
Khazard
Lamistard
Mizzarch

Tier 7- Weakened Mahjarrat
Jhallan
Ralvash

Tier 8- Demi-Mahjarrat
Moia (Pre-6th age)


So one thing immediately stands out to me.. Moia after meeting Bilrach and Zamorak as well as consuming the portal power jumps up 4 tiers to the feared category. So basically she went from the bottom of the barrel to tier 4. Nothing wrong with that right? The portals have been shown to be extremely powerful and capable of replacing rituals for the mahjarrat.

However then we come to Bilrach, who we don't know a lot about other than Zemouregal mentioning him as average among mahjarrat (though Bilrach claims he was hiding his true power from him). So that means we can probably safely assume Bilrach was either tier 5 or 6 prior to finding the portals. So we know Bilrach used the same portals Moia did as well as absorbing some power from the Chelon-Mah... Yet still ended up on the exact same tier as Moia?

I really don't understand how Bilrach isn't in the Arch-Mahjarrat tier at this point. Whether he's stronger than Azzanadra or not ( I would lean towards saying no) he should be relatively even with him power wise especially looking at how far Moia jumped.

The gaps between the tiers may not be equal.

I.E., changing from tier 8 to tier 7 would be easier than T3 to T2. Sort of the same concept of how RS regular levels work.

@Ascertes

That would make sense if we could assume Bilrach is at the top of tier 4 while Azzanadra is at the bottom of tier 3, but it'd be easier from a story POV to just have them be at the same tier I think.

Honestly think Bilrach being alive was a last minute thing cause even Moia's BoL dialog implied it, she should've come right out and said that he was alive. "Your god's dead next time he's in a world event. "

I'll be candid with you...nothing about that list makes sense. It accounts for not just personal power, but also political influence....so that begs two key questions.

1) Why hasn't Azzanadra shifted? Surely losing the most powerful emperor under his command means something.

2) Why hasn't Bilrach shifted? Between gaining the portals and one of the strongest--if not THE strongest--armies in the world from Daemonheim would mean something.

This is basically what I said in-game. Mods have said that the elder gods are to the young gods what the young gods are to mortals. The difference in power probably isn't quite on the same level, but the same basic logic applies. An individual occupying the lowest tier may not be outclassed by someone in the tier just above it by all that much, but among the higher tiers someone could be exponentially more powerful than someone just one tier below them. Especially if they're at the top and bottom of each tier's sliding scale.

This ranking also takes a variety of factors into account, not just the individual's raw power.
The strength of the pack is the wolf and the strength of the wolf is the pack.

With political power in consideration, wouldn't that only help him? He is Zamorak's right hand man, that would give him serious political power.

That would make sense, hopefully it's just something like this instead of just underpowering Bilrach.
