She has all the best qualities of both races
she can't shapeshift, she can't benefit from rituals (if it were't for the portals, she would die of old age), she almost certainly can't have kids (lucien calls her a failure), and her lifespan is rather short compared to a non-ritual-using mahjarrat (they easily survive the 500 years between rituals, some of them even missing a few every so often)

I wouldnt call that the best aspects of both races
Lucien called us weak and irrelevant. Lucien assumed he could control all the Mahjarrat at the Ritual. Lucien thought he could take on 3 Dragonkin at once.
Lucien was kind of a moron.

I have very little love for Big Red, but his choices in the past tell me he knows potential when he sees it. If he sees potential in Moia, I believe it.
lucien could control all the mahjarrat at the ritual. You see how they react when the dragonkin show up, none of them want to fight these chaps... and lucien, after taking some stonejuice, was more powerful (compared to the mahjarrat anyway) than the dragonkin were. Admittedly he couldnt control them as easily as he'd probably hoped, but he did have a backup plan, which would hae been quite effective if he hadn't 'tripped' (betrayal of zaros reference)

lucien thought he could take on two dragonkin. He only saw two, he only knew two were around. And he could and did 'take them on' and he defeated them with ease. If he'd known a third was skulking about, you'd be looking at a very different world right now

Lucien isn't that dumb. I think he just got a bit of a god complex after suddenly being outrageously powerful... which is completely understandable. That doesn't make him a moron :P

Well, from the oracle we know either Moia or Khazard have the most potential among the mahjarrat... That could be tied into Khazard with Zamorak being his father or it could be Moia.

wait what?
Which of her dialog mentions that?

I have noticed your kind does tend to blindly stumble forward towards danger simply because it exists. What is your word for that?
- We call it being a hero.

So that is what it meant? Makes sense :)

The quote is actually

"The final dream will reach its full potential."

but yes, it could refer to Khazard or Moia.. or something entirely different.

Either Khazard or Moia are the last dream, unless there is one in secret somewhere. So one of them may pass Azzanadra at one point, who knows.

Technically Palkeera was Khazard's mother and was born on Gielinor near the end of the Third Age, so it's possible that instead of the last Mahjarrat being the last dream, the Oracle may have been referring to the last direct Dream of Mah. By which I mean the last being that was directly created by Mah, and from what I've seen neither Khazard nor Moia have been to Freneskae. This could be the youngest Mahjarrat at the time when Icthlarin and Amascut came knocking, or that another Dream of Mah appeared when Amascut went loopy.

Wahisietel, I can't really say whether he was the youngest Freneskaean Mahjarrat or not. He may have gone with Icthlarin when he was a baby, or that he was born shortly after the Mahjarrat left. Either way he does seem to think that Muspah are fairy tales (although Azzanadra is one of the older ones and even he questioned whether they were real in FOTG), and Sliske was Freneskae born as he claimed that during his time there were more sacrifices than births, and that some Mahjarrat stayed behind. This means that the last Dream of Mah is either Wahisietel or another Mahjarrat that was very young when they left with Icthlarin, something that was created after Amascut met Mah (?), or something else that stayed behind. It might even be possible that the last Dream was created very recently.

to me, moia seems more like lucien's dream than mah's
the mahjarrat might be the dreams of mah, but any of them that aren't the originals aren't really her dreams

1) According to Jagex there are no orginals left--yeah I know that's illogical, but I'm just repeating them.

2) From my understanding, they are all created by essentially forcing Mah to make them.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.
