I personally believe this mysterious voice to be that of Jas.
Sliske was standing next to the stone of Jas after all, we also know Sliske was attempting to further investigate the stone. I wouldn't be too surprised if he somehow found a way to tap into its power in such a way, that it linked him to Jas.

I like to think of it like a mobile phone.
A mobile phone that burns continents.
"Hello, this is Jas, please leave a message after the beep".

But the voice calls the artifacts by mortal dubbed names, Jas would never stoop to that level to use mortal slang.

It could be an elder god that never had anything to do with Artifacts, or perhaps creation itself. Wen, maybe?

Elders wouldn't use language at all. Period. They have no means of communicating to us except through their own creations.

Technically, Sliske is an Elder God creation though. And if we were hearing his thoughts (and not what was being spoken aloud), we would have perceived it how Sliske (as a creation of an Elder God) translated it. That still wouldn't explain why the mortal names were used, however.

So... have we been told yet if it's someone we already know/know of, or if it's a new character? A

According to Mod Raven, they already have decided who the voice will be. This does not eliminate the possibility of a new character, but it does make it seem unlikely.

Just because they've already decided who it is, doesn't mean it's someone they've told us about yet. It just means they know that character exists.. and I sure hope so, they made the game!

I'm just curious, the way Xau-Tak is described, I must ask, is it the 6th Elder God, which is described as 'something else'. I say this because it's sounding as if it's an entity of corruption, where the other elder gods are involved in creation. Mah was also corrupted by something ... and well, this isn't amazing reasoning, but it's got that three letter naming going on. I'm certainly under the impression that Xau-Tak isn't just an 'ordinary' god. He's also described as "The gaping maw of eternity", and according to V the worlds it has touched and permanently altered.

My other part to thinking Xau-Tak could be an elder god, he predicted that the player would be born, perhaps it knows other elements of the future. Sliske also seemed enraged when they player finds these 'secrets'. If going with the Xau-Tak as master theory, I suppose it's reasonable to assume he came into contact with it in some degree, as the main issue on his mind was who the not yet born character was, he also obtained their birth date, which didn't seem to be provided by the sailors. Xau-Tak and Sliske both share similarity in death and necromancy. I can also see a parallel that if it's an elder god, it could explain the Sliske God Wars, as he treats Gods as toys, while they tend to view each other as serious threats.

Lot's of other questions.

If V learned of Xau-Tak by finding its conquered worlds, did Zaros?
If Zaros knew (and he should considering he visited all the worlds he could find), why doesn't he address the threat, why is Sliske, his #1 in information, entirely uninformed of Xau-Tak?
Xau-Tak, known to Sliske, is not included in his God Wars list, why's that too?
Why is Xau-Tak even relevant here? Why would it be a point of interest that would send Sliske into a rage nearing the ****** of his quest line?

Last note...
Aside from killing the character ruining the story, why doesn't he? Clearly Sliske has somehow obtained a prophecy concerning the character, I would say there's more to it.
