Most of them, loosely. And the chaos dwarves follow Zamorak and the Imcando followed Saradomin before they were nearly wiped out by the Fremennik.
There's still Thurgo's suspicious dialogue in The Giant Dwarf, not to mention him living next to a mountain (similar to Doric living near Ice Mountain). Secret Imcando city?
I can see the Freminik siding with the Godless with their old god being dead. And the dwarves, being Guthixians, will probably either go godless or remain neutral. Same with the Gnomes. Surprisingly, the Godless have a lot of sympathetic nations.

He's a complete unknown, so I kind of excluded him from consideraton. Very possible for him to be the strongest at this point, though.
You guys know that jagex actually did release the mahjarrat tiers right? Sliske is indeed the strongest, with azzandra on the next tier down.

You'll notice that they aren't using iron.
...They're using bronze.
Though I must add that, thanks to the Battle of Lumbridge, southern Misthalin's military is better trained and equipped than that of the north. King Horatio, anyone?

Plus we never got to see the tasty war with the vampyres we were teased about. They have the weakest armour but maybe the best weapons (at least for vyres), and they have research on demons and Senntisten. As for fighting talent, I would say the Temple Knights are the best Saradominist fighters. Sir Tiffy is an old man who was duking it out with Khazard and Hazeel, and to me that's an achievement. I wonder what he was like at his prime?
The Temple Knights are also intelligent and are effectively a special forces unit which made an offshoot army that in itself rivals the Kinshra. Even their recruits are trained in applying logic as well as strength, and the big blue man himself talks with their boss to discuss operations. Lumbridge, of course, had to use what funding they could to defend their town and repair after seeing the gods duke it out and smash stuff up. Plus Elidinis may still have a grudge against Saradomin so we might see her invade them too, or at least have words with ol' Bluey.

the white knights went into the gwd and were massacred without contest. The mahjarrat, on the other hand, make nearly everything in the gwd look like level 2 goblins, even 500 years after the last ritual.
So my theory is that in rotm, when you see tiffy fighting alone, tiffy ingame represents inlore both tiffy and a group, a sizeable group, of bodyguards/skilled warriors who are admittedly damaging khazard(+hazeel) but not without casualties... casualties represented by tiffy's ingame lifebar
It takes a fairly powerful human (Arrav) to stand alone against a mahjarrat (and even he was easily beaten). Torva, also very powerful as a human, also faces a Mahjarrat and it's implied that Hazeel would have easily killed him (by stating that Nex protected him)
Tiffy's an old man, and not the sort of old man who pulls runes out of his pockets and blasts you to oblivion, he's the sort that uses his sword as a crutch half the time. His attacks, movements, and blocks are going to be weaker and slower, and his experience isnt going to magically make that go away
the temple knights are unlikely to be very superior, combat-wise, to the white knights, their main power is in their spy networks

I would still say kudos to Tiffy for taking Hazeel and Khazard on though, even if he was weaker and slower. And it also makes me think about how good the Temple Knights are, and if the Zamorakians have an equivalent. Daquarius came along in the heist for the Stone in DAT, which is a situation where even an elite Dark Knight would get wrecked.
