Wasn't it said that Zaros has no experience in combat, and that he would sacrifice his empire to ensure his own safety?

Come to think of it, he rarely does get his hands dirty. The only times he personally took action was in the extreme moments. Impaling Zamorak in a fit of rage and protecting Seren from the Muspah.

Even when he took on Loarnab, he only intervened once hundreds of demons had died.
Still not lifting a finger himself, but summoning otherworldly tendrils to attack for him.

Seren is no warrior either, hiding behind walls and playing the pacifist got her this far.
But she stated she will do anything to prevent Zaros ascending, along with promising to remind Sliske how light can burn.

They are both showing a more combatitive side than in previous ages.
Choosing between the two is seeming more and more likely.

I think this is why they're keeping Sliske out of Fotg2.

She would tear Freneskae apart to get to his throat.

I really would rather not see a "good" answer to the delema. It takes away from the moment if you can win a no win senerio, which is really what this is supposed to be. If there was a everyone lives opinion then how would the boss fights with Azzy and Braxorian work? I mean that's a big part too.

Also T2+t2+lower t1 should be a average t1, which is about what we're going for.

It isn't really a no win scenario in the first place. I bet there are quite a few people who would gleefully kill Zaros, even without the benefit of saving the universe, or vice versa.
I expect most people wouldn't even want to kill both, and I doubt most people will consider killing both of them to be the "good" option.

Also Jagex has shown in this quest line that they are perfectly willing to let your choices in the quests play a role in how difficult the boss fights will be. Personally I would hope you would have to fight both of them, but yeah it could go the other way too.
