Maybe it was a reason why all four factions in GWD2 has ties to Freneskae and Mah.
This is a good theory but I would say it might just be that people have wanted more Zaros bosses for ever. Zamorak's presence would support your theory but I feel like I need something else as GWD2 already has lore for why it exists. I feel like this idea is missing something to make it more plausible.

They chose those 4 because they all originate from Mah, that's the "subtle" reason.

Those particular ones have what I believe to be a misconception. Seren herself, as well as the Prifddinian elves, are for the most part pacifists, but the Cywir clan have their old ways from before Seren came to Tarddiad. They also seem to have somewhat of a resentment for her as well as the addictive love that her crystals give off (which is multiplied by turning into shapeshifters), and were probably more combatant than the other clans. This also raises another question about the apparent elven spirits that they used to follow before Seren appeared to them.
Then there's the grudge held for Gregorovic after he captured and tortured their kind, how the elves in general viewed the Zarosian Empire as an emptiness that didn't care for harmony and seized the World Gate from her (as such leaving the Cywir stranded), and the clear disagreement with Zamorakians who embrace chaos and go against harmony in general.

But I don't think the factions in GWD2 were chosen because of FotG2. I remember on Twitter that Ollie asked if people would rather see new gods or old ones, and it was a little of both. The only old ones he was interested in was a Zaros vs Zamorka rivalry, but I could see Seren and Sliske being added in because of Mah.
From what I understand, I believe Tales of the God Wars was meant to establish grudges among the generals themselves. Ollie was asked something along the lines of what might happen if Sliske died in the Endgame, and Ollie gave a very vague response so he wouldn't risk spoiling anything. If Zamorak or Sliske die this year (I'm pretty sure that Zaros and Seren are safe considering how we had to bring them back in the first place), Gregorovic and the Furies would not only have their own individual reasons to keep fighting, but also go against each other, since the Furies still want to kill Gregorovic. While Gregorovic doesn't have any particular reason to single the Furies out, I think Helwyr and Vindicta would be content with watching Gregorovic and the Furies try to kill each other.

It's quite possible it's a place holder. I mean the light within isn't called plagues end part 2. I doubt the actual name of the quest will be fate of the gods 2. I think the important thing is it's a sequel to FotG.
It's very likely to be something else. I mean none of the sequels are called [insert quest name] Part 2 or anything.
