I wouldn't say that the Zarosian empire was the only one to utilize necromancy in the second age (at the very least, Sliske used necromancy while in service of the Menaphite Pantheon), but it was likely the one to tolerate it the most.

I do not think the Menaphite Pantheon dabbled much in necromancy past that one incident. Remember that use of necromancy caused a huge issue for Icthlarin.

I doubt he allowed the mahjarrat to raise the dead past that.

Icthlarin only commanded Sliske to give up his wights after they had pushed the Zarosians back beyond the Shanty Pass. So while the Menaphites normally didn't use Necromancy, they did tolerate its use while at war. This supports my claim that the Zarosian empire was not the only one to use necromancy, but it was likely the one to tolerate/accept it the most.

Bandosian shamans use necromancy as well without being outcast.

I think the whole deal with necromancy is that it's used everywhere, but most societies crack down on it once the necromancer causes too much of a ruckus, so that they can keep face. While Forinthry just didn't care about aesthetics so they didn't bother to pretend they were fighting it.

Just look at the presence of skeletons and zombies everywhere. They're not just limited places of Zamorakian and former Zarosian presence. You even have them on Karamja, Ape Atoll and Entrana.

Bandos' empire wasn't human. This thread only compares human empires.

Also if you are referring to zogers, those weren't raised by Bandosians, they were raised by Saradominist in the Watchtower quest.

You also cannot look at the world now and make a judgment about whether it had large spread necromancy in the past. With the rise of Zamorakianism, necromancy also blossomed.

I'm actually referring to the skeletons in the Ogre enclave. Also the Goblin priests.

And yeah, I know that Zamorakianism has caused a wide spread of necromancy, but the natives of Karamja use their own form of it to raise zombies, and also developed the broodoo curse on their own. And the cause of zombie monkeys is completely unknown, as we're the only human known to set foot on Ape Atoll (apart from the talent scout).

Zamorak went to Karamja, it's where he raised the Karamjaian Prince. He, or his followers probably taught them necromancy in the process.

Monkeys aren't humans.
