Well taking this at face value, that sounds like a valid reason to kick someone and I assume you did so or warned them to stop. But with that said...

Unless this is something that is continuously going on that needs a higher intervention to stop, I'm not sure what you want Dethal to do.

Dethal's power enables him to handle long term issues that normal generals can't...for example, if there's a trigger happy general who's kicking at the drop of a hate or taking a personal vendetta against someone, then Dethal's the only one who can stop it. If someone is personally harassing a FC member(s) on a daily basis and no amount of kicking gets them to stop, then it's understable if you feel Dethal needs to dish out a permanent ban.

That said, it sounds like it happened, it caused problems, and then it went away. If this isn't a recurring issue, then I'm confused as to what action you want taken. What is it exactly that you want the FC Owner to do here that the generals couldn't? Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

So is the issue that Dethal didn't permaban someone quickly over obvious bullying?

Or is that not it, and are you saying there's something else the owner could've done, that generals couldn't do, to have fixed the situation?

I'd just like to add in my input that perma-bans shouldn't happen without the approval of generals and/or members of the fc. A single person shouldn't decide that on their own, even though we got rid of a formal voting system. I'm too Unaligned to have a forum signature.
