It seems that the J-mods are trying to gear Saradomin towards a light of benevolence to re-establish the general "good vs. evil" feel people have come to associate the Sara-Zam conflict. I feel they aren't really helping his case, so far he comes off as a self righteous blowhard to me; so consumed by his own arrogance that he fails to notice his own flaws and turns a blind eye to his more rambunctious followers. So far his actions seem to detract from his overall benevolence image, take the BoL for instance; a truly benevolent god would have devoted their power towards protecting their followers, not those in combat but the civilians. Zamorak had the motive to not only gain power but to create chaos to spark change during the BoL, Saradomin on the other hand simply wanted to prevent Zamorak from one upping him and focused solely on that fact - he didn't even attempt to give aid or even show up to address those in Lumbridge after the fight, instead choosing to seek the wand from DoC for purposes of military intent.

Of course I am a bit bias in my opinion on the gods, I choose to side with Zaros as he is the puppet master behind all actions.

I can counter that and say I would rather have Saradomin take the wand and possibly stop Zamorak from amassing a huge undead army and attack the center of Saradominist territory than waste his time repairing a village that no longer holds any military value (as the tears are exhausted).

But what is more preferable, a world ruled by a stagnant god with potential eternity of mundanity or a world ruled by a god who favors those who wish to constantly improve the natural flow?

Well, I can respond to that with a different perspective. :P

What is more preferable, a world where everyone is safe and doesn't have to fear harm, or a world which has even more disasters, dangers and violence than the real world?
The Asgarnian ale must flow.

More disasters and dangers than the real world? Considering the discussion from a few weeks ago with a few J-mods' tweets about a Zamorakian society, it sounds largely like a world run by mortal intuition; society's laws and regulations at the behest of mortal establishment. Ultimately, it's akin to what the Godless worldview entails; mortals in charge of their own societies.

Not all of us desire a God-King to impart his world-view upon us. I expect a hefty amount of disagreement, of course. So be it.
