Xau-Tak is tied to the Pirate Series, they won't have Xau be the main antagonist in this series because they need him/her for a future quest series. The 6th elder god is probably his master, and I would bet that elder god has something to do with the stone maybe, and needs a physical body so Sliske is aiding him in that. Why? I have no idea, but I bet we'll find out in the endgame.

The more I think about it the more im convinced it is someone we already know. Someone who is familiar with both the stone and the staff and has used them to get to where they are now. Someone who is familiar with Sliske. Someone who doesnt want the gods to rule over mortals. And someone who refuses to play sliskes game.....

His master is someone we know of that's been confirmed as well (though that doesn't necessarily mean someone we've interacted with). But I would be shocked if Zamorak was the master, first to our knowledge Zamorak doesn't even know how to use the staff correctly (used it as a melee weapon vs Zaros), so how would he all of a sudden be aware of how the staff works?
Zamorak has also never really been one for sneaking around and pulling the strings from the background like this would entail so I don't really think this would fit his character all that well.

It fits better if you look at it from the point of view that the last time Zammy tried to attack the gods directly with the staff/stone it didnt really work out too well for him or the world for that matter.

What if Zaros will actually prove he is the true mastermind by being Sliske's secret master?
I still find this theory unlikely, as I think Zaros knows better than to trust Sliske with anything this important, but it would definitely fit his character better than it being Zamorak.
