Solution 2, introduce the greedy little snots face to the table repeatedly until they give up trying to starve everyone or it reaches the consistency of a sticky paste. Either is a win when you go to deal with the warehouse manager.
Solution 3 take everything from, both and drop them in the nearest portal to the pest dimension now hand all the stuff, which will include warehouse keys and such over to Nails to distribute it.
I mean if you are going to poison the merchant, you might as well go the whole hog and rip his limbs off, it takes less time and effort. As for Foppish Piere , there is no way either has as much cash as I do. When a Duke struggles to raise even a few hundred K, there is no Lore consistent way they can match my spare change, where 100k can go missing and have me not even notice! Buy them out with my spare change.
So easy and quick solution, throw 500k at them, buy out both and set up shop to keep the food flowing. Simple, easy and the Merchy and Peire will think twice before double crossing a cheerfully homicidal Adventurer
All we did in Let them eat pie was set them back a few weeks, untill it all goes back to the way it was before.
I don't think those solutions work for noobs, which the quest is made for

True, but even if by some miracle we manage to kill him then Morytania would also be stuck in its downward spiral. And everyone would have been either turned into vampyres or use to power the return home. Pretty messy which ever way you look at it.
Easiest method bring the World Gate to Morytania, and Drakon drags everyone home. No one dies. Vampyres can be miserable somewhere else and the Queen get her festering swamp... kingdom back! Admittedly it means they wait a bit longer than in the current lore but that gives Drakon the time he needs to get his act together while we located it.
Can we even move the gate?
If I remember correctly, the Freneskae gate got dislodged and fell during CoM and still worked fine after that. Probably weighs a ton though.

Plenty of fish are cheap and generally money raising is not to complicated. Quest wise sure, for noobs just carry on with the story. But if you take all of that stuff that as use to poison and shove it down someone's throat, you have better than even odds they die neither of the 2 antagonists are combat proficient and they have to go home some time and since muggers are a supposed threat to such people I think even a combat noob can take a level1 snob.

And all those Meiyerditch citizens, couldn't they just be teleported out? Or does the time the quests happen occur upon time before discovery of teleportation?

A couple problems there:
Would take waaay too many runes to teleport everyone
Would take waaay too much time to teleport everyone
You're asking everyone to drop everything and come with you to some new place that's safe for them but, what are they gonna do when they get there? Logically it makes sense, but it'd be a bit of an emotional decision for the citizens - they don't know any other life, how would they survive back in "normal" society, how will they find work in their current condition, all that jazz.
