We could probably discuss the cryptic whereabouts of Safalaan's reasons, like what the letter was about, and more intro of his family. I've been going through quite a lot on the madness (not Monkey Madness :P ), all from Quick find code: 16-17-736-63989894. It's like opinions, my hypothesis as followed.
Ascertes is human, all the information is everywhere, and we just don't know his fate. If we want to see him alive, it would take a vampyre that many years ago to keep... him... alive... That's interesting.
Cousins! That could work at the family madness. Lowerniel could be Safalaan's uncle, and Vanescula is his auntie Vany. Oh wait, that's just uncle and aunt... no cousins. Being related to vampyres, maybe Ascertes is half-human AND half-vampyre. So Efaritay must be full Icyene, so she married Ascertes... then that would equal Safalaan being one-third human, one-third Icyene, and one-third vampyre. Oh shoot, then his brothers and sisters would be in that equation. If that's the case, we just killed at least two of HIS uncles (Vanescula helped). So, to recap... nope, not recaping, it hurts. O_o Oops, forgot Ascertes' last name is Hallow, so not Drakan. Yeesh, I'm just going farther and farther in the past of possibilities. So, Ascertes could have a mother that's half-human and half-vampyre, same with his father. So his grandparents must be... well, back to Ascertes and Lowerniel, and Vanescula, and the others... they may be cousins. Yep, there's the cousins I was looking for. :P
Uh... so where was I? The grandparents being somthings, let's might... this is so long, it's SCIENCE! We don't even know who the grandparents are... but we could know what they were/are.
We need to put everyone on a family tree, this is going everywhere. Safalaan's at the bottom, with an unknown number of brothers and sisters... Efaritay and Ascertes are above, the Drakans are at the side... the family tree is very big.
I need a chalk board to put it all together. This might take awhile...

Okay, I think I've gotten it pieced together now. Here's what I have:
1. Safalaan: all the way at the bottom, with his brothers and sisters
2. Efaritay and Ascertes: above the children
3. Drakans: to the side of Ascertes, meaning cousins
4. Above Efaritay: unknown Icyene parents
5. Above Ascertes: human and vampyre parents of unknown name
6. Above human grandparent (to Safalaan): human parents of unknown name
7. Above vampyre grandparent (^same^): vampyre parents of unknown name
8. Vampyre grandparents: both may be female
9. Human grandparent: male who's last name is Hallow
10. Other vampyre grandparent (or grandaunt): married another vampyre (male) who's last name is Drakan
11. Above great-grandparent vampyres: unknown vampyres
12. Drakans: no marriage in records, so no children, no cousins of Safalaan near
Well, that's all I got, not much, but may work in our predicament.

Ascertes may not have to be a vampyre to survive this long, we've seen the knight in Enakhras temple being held alive for many millennia through the use of magic. It wouldn't be a stretch to say that the vampyres could have similar magicks
Was it not said somewhere that the Drakans were the original vyres? If not, he has been top vyre since the 2nd age, and with Ascertes living in the 4th age it just doesn't seem plausible that Drakans parents were around for over 6 millennia without so much as a mention

All we know for sure is that Drakan himself was present in Gielinor, as a vampyre, during the 2nd Age and that he was a close follower of Zamorak (before and after the betrayal) at the time. Everything else is just speculation, I'm afraid.

That was convoluted, Dragon. Nevertheless, I spotted two things that need correcting :P
1. It's Aunt Nessie, not Aunt Vany!
2. That would make Safalaan half Icyene, a quarter vampyre, and a quarter human. Mathnoob.

Who's Nessie? And I did say one-third (1/3), didn't I; but half-Icyene is better for less corruption I suppose, especially with Ascertes being the half... of quarters... -_-
Back to the drawing board, as they say.
Convoluted? Convoluted, convoluted... con-vo... these dictionary books are never speci... oh, twist/coil. I guess I am that type that can 'twist' what everything seems, in my theories.

Are there any other barrels of lore which we haven't dredged for scraps yet, or shall we continue to speculate on the XY-chromosomes of a deluded, love-smitten, amnesiac half-breed? Perhaps Solomon (not Lamescus) can lighten our wallets for some enlightenment?
Yes, I am ratty. It's been over a year since the last Myreque quest and there isn't even a hint of the next one coming anytime soon. I think the miserable place that Safalaan referred to in his Postbag letter was Jagex HQ. He wants to persuade the staff there to get the storyline finished so he can get back to Meiyerditch and continue the struggle.
Also, Drakan was spawned at Jagex HQ.

On a lighter note, it seems that they've updated Safalaan's graphics in Legacy of Seergaze so that he doesn't appear as his old, Paul Gower-esque self when the Vyrewatch nearly kill him. At least that's what the new picture on RS wiki suggests.
